LEADER is a bottom-up approach which brings together farmers, rural businesses, local organisations, governments and individuals from different sectors to form a local action group. The action groups set up their own local development strategies and manage their own budgets.

The LEADER approach strengthens ties in local communities and stimulates innovation and knowledge sharing at a local, national and EU level.
